Smart Cross-Border Elderly Care: Technology Integration and Policy Innovation in the Greater Bay Area (106940)

In response to the global trend of population ageing, elderly care in Hong Kong faces multifaceted challenges including resource allocation and service quality. In recent years, cross-border residence has emerged as a new option for Hong Kong elderly, largely due to prolonged waiting times in public institutions and high costs in private facilities. This study aims to systematically analyze the factors influencing Hong Kong elders’ decisions to reside across the border, with a particular focus on the practical role of smart technologies in elderly care innovation and the prevailing policy challenges. The research addresses the following core questions: (1) How do cross-border elderly care policies affect residential choices? (2) What role do smart technologies play in health management for the elderly? (3) How does Greater Bay Area cooperation facilitate policy coordination?
Methodologically, this study combines policy analysis and qualitative interviews. Through literature review and analysis of statistical data from elderly care institutions and government reports in Hong Kong and Mainland China, the study examines policy frameworks and trends. In-depth interviews were also conducted to gather perspectives from elders and service providers regarding smart technology adoption, focusing on technology adaptability, resource allocation, and health management.
Findings indicate that smart technologies can optimize resource allocation and enhance service experience, and their effectiveness is often constrained by technology acceptance and policy adaptability. Although Greater Bay Area cooperation is promising, further refinement of cross-border policy mechanisms is needed. This study offers new academic insights for international elderly care governance and smart care innovation.
