The Korean higher education sector stands at a critical turning point, facing an existential crisis due to the rapid decline in the school-age population and the urgent national task of securing global talent. While current policy discussions primarily focus on "inbound" strategies, such as attracting overseas educational institutions and improving admission systems, this study proposes a strategic paradigm shift toward "outbound" strategies to expand the scope of Korean education. Under the provocative theme, "Can universities also be 'targets for sale'?", this study analyzes the current status of domestic universities' overseas expansion through a comprehensive three-stage methodology. First, a valid survey was designed to identify the status of universities nationwide through an expert Delphi survey; subsequently, data from universities across the country was collected and analyzed with the cooperation of the government. Through this analysis, the specific regulatory barriers and innovation requirements experienced by universities in establishing overseas branch campuses are identified. By synthesizing empirical data with the opinions of university officials, this study will examine whether the "export" of higher education is merely a commodity transaction or an essential evolution for survival in the global market.
