The expansion of English Medium Instruction (EMI) has become a significant area of academic inquiry in non-Anglophone contexts, including Kazakhstan. In the era of globalization and expanding higher education internationalization, EMI has increasingly occupied a central position in both empirical and conceptual research in Applied Linguistics. However, in spite of its rapid development in Kazakhstan, current approaches to professional development of lecturers remain largely rooted in monolingual assumptions, while Kazakhstan is a multilingual country which is stated in trilingual education strategy. This paper reconceptualizes professional development for EMI lecturers by proposing a Multilingual Framework anchored in Kazakhstani higher education context. Existing professional development models promote the idea of English language proficiency and general pedagogical training, thus neglecting the multilingual and context-sensitive nature of EMI practice in Kazakhstan. According to the viewpoints of Applied Linguistics research, EMI lecturer development is best seen as a socially embedded, multilingual process that brings together language, pedagogy, identity, and institutional factors (Dearden 2014). Hence, professional development for EMI lecturers in Kazakhstan should be rethought beyond deficit-oriented and decontextualized models, toward approaches that better capture the realities of multilingual higher education contexts. In light of this, the paper introduces Multilingual EMI development model, in which lecturer development is treated as a multidimensional process encompassing the integration of language and pedagogy. The paper contributes to the development of context-sensitive and theory-based framework to guide professional development in multilingual higher education contexts worldwide.
