Distributed Leadership in Brazil: The Case of Ceará State and the Adriano Nobre State Vocational School (110388)

Distributed educational leadership involves the participation of various stakeholders within the school community in school management. This type of leadership is closely associated with the democratic model of educational management in Brazil, for which Ceará - and, more specifically, the State Vocational School Adriano Nobre (EEEP) - serves as an example of good practice. This research aims to elucidate the main aspects of the distributed leadership model adopted by the EEEP. It is a qualitative research study, more precisely a case study, which makes use of a literature review, documentary analysis and 20 semi-structured interviews to achieve the intended objective. From the perspective of the country’s regulatory and political framework, significant progress has already been made towards establishing democratic management of education. Studies on the practice, however, show that there is still much to be done to ensure that national guidelines are implemented. Analysis of the interviews indicates, initially, that there are many challenges to the realisation of democratic school management in Brazil and in Ceará. It also shows that the various stakeholders within the school community in question recognise the practice of distributed management at EEEP. The training of school personnel was a key factor in the introduction of the current management model. A key challenge is the need for innovation and the reinterpretation of school practices. It is concluded that a school’s management model is associated to its unique context, and that public policies can and should promote more democratic practices in the country’s educational institutions.
